I suppose you need to find Ermion since the conversation is with him. Or another way of asking maybe, when does the old king's wife strike up the deal with the Nilgaardians? So my question remains the same, what do I need to do to get the conversation that occurs at 3:20 in that video? I've gone back after doing other quests and don't trigger this interaction. I turned and walked out of the banquet room. At 3:20, when Geralt tells Crach they can handle the investigation on their own, there is an edit that moves to another conversation with a different character.
